Test the blower motor relay for proper operation and replace it if it fails. With the transmission in Park and the parking brake engaged, turn the ignition switch to the ON position. Then, switch the heater controls to FLOOR and the blower speed to 4 while listening for blower operation; repeat this for all blower speeds. If the blower doesn't operate, and you've verified fuses and relays, proceed to test the blower. Locate the blower motor's electrical connector and back-probe the Blue/red wire terminal to check for at least 10 volts with the mode switch on any position other than Off and the ignition switch On. If voltage is absent, investigate the circuit from the fuse panel to the control panel or from the control panel to the blower. If voltage is present but the blower doesn't work, backprobe the Black/White wire and connect it to a known good chassis ground using a jumper wire; if the blower operates, replace the blower motor, otherwise, check the ground connections between the blower resistor, blower switch, and ground (White/Black wires). If the blower functions but not at all speeds, inspect the blower resistor located on the blower housing beneath the center of the dash; visually check for damage or use an ohmmeter to test its resistance values and replace if necessary. If issues persist with blower speed variations, remove the heater/air conditioning control panel, disconnect the electrical connector from the blower speed switch, and test the terminals for continuity, replacing the blower speed switch if continuity is not as specified.
