Using a grinder or small hacksaw blade, cut a slot into the steering lock shear bolt heads. Use a screwdriver to back the bolts out and remove the actuator. Install the steering lock actuator and steering column clamp with new steering lock shear-head bolts, then tighten the bolts until their heads break off.
