Avalons' electrical circuits use diverse protective devices: fuse blocks sit under the dashboard and in the engine bay, with more fuses in a relay box beneath the right front fender. The electrical panel has special fuses for each circuit, noted on the cover, and uses mini fuses with easy pull-and-push terminals for repair work. You can use a test light to tell if the fuse is broken by checking the power connection at both ends; one tip getting power but the other not means the fuse has burnt out, which also shows when you look directly at it. When you find a blown fuse, be sure to get and install the exact one needed for each circuit. Mixing different fuse types for protection is not safe because each circuit requires specific protection. You should correct the wire damage that causes short circuits before changing a fuse that burns out right away. In some circuits that handle high current, additional protection comes from fusible links. You can find these links in the engine compartment fuse box and can be replaced by unplugging them while switching in links of the same amperage, so keep the negative battery cable disconnected when you do this.
